As in other European countries, the television System in Germany experienced fundamental changes during the 1980s. The public broadcasting monopoly no longer exists. In its place, a new balance is emerging with two distinct broadcasting types, the public and the private broadcasting type. The opening of the television market for private programming has led to intensified competition and a fragmentation of the market. In recent years, the gap between the two mäin programs ARD and ZDF, on the one band, and the two largest private programs RTL plus and SAT.l, on the other, has diminished with regard to ränge and market share 1 . In 1990, RTL plus became the first commercial television broadcaster to surpass the break-even point. SAT.l followed suit in 1991 and it is to be expected that the two smaller private broadcasters, Tele 5 and Pro 7, will be in the black by some time in the mid-'90s. The fact that the revised Rundfunkstaatsvertrag (State Broadcasting Convention) retained the 8 pm cut-off for advertising in the public channels encourages the optimistic expectations of the private broadcasters and confirms the present mixed financing of public broadcasting 2 .
