What is I LOVE YOU Virus: Origins and Impact about?

The document summarizes the origins and impact of the I LOVE YOU computer virus from 2000. It describes how Onel De Guzman, a student in the Philippines, created the virus which spread via email to infect over 50 million computers worldwide and cause $5.5-8.7 billion in damages. While De Guzman was investigated, he could not be charged under existing laws. In response, the Philippine government enacted the E-Commerce Law in June 2000 to address cybercrime and prevent similar incidents.
