Packard Electric Division generated four million pounds per year of polyvinyl chloride (PVC) scrap insulation from automotive wiring harnesses that contained a lead-based stabilizer. Disposing of this hazardous waste cost $1 million annually in landfill penalties. To reduce costs and improve workplace safety, Packard developed a new heavy metal-free stabilizer system for the PVC insulation.
