This document (Ref. C18-IRB-38-03) presents the CEER report on regulatory frameworks 2018 in European energy networks. The regulation of natural monopolies as they are found at European electricity and natural gas networks is necessary to guarantee free competition at the upper and lower market layers and to avoid a loss of consumers’ welfare. Furthermore, a regulatory system also sets standards to the regulated network operators and for possible investors of the networks themselves.
