A former comptroller for the Diocese of Steubenville reached a plea agreement with federal prosecutors. The comptroller, David Franklin, pled guilty to willful failure to account for and pay over employment tax, making and subscribing a false return, and wire fraud. Franklin agreed to pay nearly $300,000 in restitution to the diocese. An investigation found that Franklin withheld over $2.7 million in federal taxes from employee paychecks but did not pay it to the IRS from 2004 to 2016.
