An analysis of 4,654 protest events from 1968 to 1975 reveals that while all movements direct some protests at the state, many also target public opinion and non-state institutions. This research highlights the diversity of targets and tactics used by social movements, suggesting a need to broaden the understanding of their objectives beyond state-centered definitions.
