Rohwer developed an empirical formula for pan evaporation based on experiments in Colorado at 5,000 feet elevation. The formula accounts for atmospheric pressure and elevation. It calculates evaporation as a function of barometric pressure, vapor pressure at the water surface and dew point, and wind velocity. Later, Penman modified the formula by substituting wind speed measured at 2 meters instead of at ground level.
