This journal article examines the validity of using the Whitmore net section tension capacity for designing bolted gusset plates. It shows that the Whitmore criterion does not accurately predict capacities from tests with two or three bolt rows but overestimates tests with nine bolt rows. Finite element analysis indicates failures in tests occurred via block shear, not the Whitmore section. The paper proposes making the Whitmore check redundant given the block shear check accurately predicted all test loads
