To my wife, Jeannine, my partner in exploration, and to my three children and seven grandchildren who inspire me to ask for a better world. special thanks, however, to my two most prominent research partners. Derek Hum had just returned from his stint as Research Director of the Manitoba Basic Annual Income Experiment when I joined the Department of Economics at the University of Manitoba in 1979. We formed a productive research partnership that spanned more than 30 years and 40 published papers, a few of which are acknowledged in this book but many that are not and that will have influenced my thinking on this topic. He is a mentor, colleague and friend who is now enjoying retirement but would, I hope, approve of most of what I say here. I crossed paths with Harvey Stevens for many years in his roles with the Social Planning Council of Winnipeg and the Manitoba Government, including our work on the evaluation of the National Child Benefit Initiative. After his retirement from the civil service, we developed a strong research bond which led to a variety of research papers around social assistance and the design of a basic income for Canadians.
