This study analyzes 36 evaluations of road accident blackspot treatments to determine if the "Iron Law of Evaluation Studies" applies. The Iron Law states that evaluation studies are less likely to show positive effects of a program as more confounding factors are accounted for. The study finds that as evaluations control for more factors like regression-to-the-mean and accident migration, the attributed reduction in accidents from blackspot treatment decreases.
