Traps provide no reliability or retries while informs provide some reliability with 3 retries by default. Traps are less resource intensive while informs are not implemented for source interface or configuration. SNMP notifications have no notion of UTC time so NTP is not useful and there is no solution for network-wide alarm deduplication or analysis.
