Payne presents a comprehensive survey of the current state of the Caribbean, and of the forces for change that operate there. He considers the internal politics of the different countries and examines the role of the United States, Cuba, the European and new Latin American powers. He concludes that the Caribbean crises emerged out of the problem of development and underdevelopment, but has been transmuted into a sub-plot of the new Cold War, the East-West dimension.
