The Supreme Court ruled that the Labor Arbiter improperly granted the motion to transfer venue to Cebu City. While the workers were temporarily assigned to Cebu City, they resided in Manila and the construction company had an office in Manila as well. Transferring the case would have unduly burdened the workers, as the venue should be most convenient for the economically disadvantaged party. Keeping the venue in Manila was not oppressive to the company and allowed for a speedy resolution of the case.
