Hilarion L. Aquino was born in 1932 in Camiling, Tarlac and raised his family in Tuguegarao City, Cagayan. He graduated from the MLQU School of Law in 1955 and served as an RTC Judge in Tuguegarao City from 1987 to 1995, when he was promoted to the Court of Appeals, where he retired in 2002.
