What is Hagonoy Water District Labor Case Ruling about?

The Supreme Court ruled that the Labor Arbiter did not have jurisdiction over the illegal dismissal case of an employee of the Hagonoy Water District. Under the laws at the time, water districts were considered government-owned and controlled corporations whose employees fell under the Civil Service system rather than labor laws. While the 1987 Constitution provisions could be interpreted either way, it did not retroactively give the Labor Arbiter jurisdiction in this case, making its decision null and void
