Using New CIMPLICITY Licenses with Older Versions by Rony Tular is a document available to read on EtoBox.

A newer version CIMPLICITY license can be used on an older version of CIMPLICITY, but only if the older version is 7.0 SIM 9 or newer. A newer license cannot be used on an older version. The license type must match the version installed. For example, a license for version 8.2 would work on version 8.0 but not 9.5. Versions before 7.0 only support software licenses, not USB hardware keys.
