What is Data Sharing in Helmand River Basin about?

This chapter examines the challenges of data sharing between Afghanistan and Iran regarding the Helmand River Basin, despite a bilateral water treaty signed in 1973. It identifies factors such as national security, political instability, and historical grievances that hinder effective cooperation. The authors propose a modified Theory of Planned Behavior to better understand these obstacles and emphasize the importance of data sharing for sustainable water management.
