What is Innovation and Device Reimbursement about?
A century ago, the unregulated US health care system had no dedicated medical reimbursement system. Medical technology innovation and associated policies were relatively in their infancy, with physicians having few devices to treat patients. 1 In 1976, a research agency, Exotech Research & Analysis, received a contract to conduct a demonstration project on an effective medical device reimbursement system in the United States. 2 The use of durable medical equipment (also known as medical devices) at home was first recognized by Congress in the original Medicare legislation. 1,2 On May 28, 1976, the US Food and Drug Administration was granted the authority to regulate all US medical devices via the medical devices Amendments Act. 2 The US reimbursement system comprises an amalgam of public, nonprofit, for-profit, and many commercial payers. Ultimately, the US government, companies, employees, and individuals share these health care expenditures based on prenegotiated rates between providers (hospitals and physicians) and payers. 3,4
