What is Delegated Legislation about?

Delegated legislation in Zambia allows individuals or bodies other than Parliament to create laws under powers granted by Acts of Parliament, with three main types being Statutory Instruments, By-Laws, and Circulars. While it offers benefits such as saving parliamentary time and ensuring flexibility, it also poses risks like potential abuse and lack of oversight. Safeguards exist, including judicial and parliamentary control, to prevent misuse of delegated legislation.
