What is Secret Ambition of a Radical Leader about?

The song describes a young man who teaches new ways to people up on a hillside, winning them over with his words and kindling flames in their hearts. Old men watch from outside, feeling threatened by his voice leading their "lambs" away. His secret ambition was unknown - to break old rules, question those in powerful positions, and give his life away, though in the end some see him as a miracle from God for troubled times.
