What is Germany about?

Despite a large drop in GDP during the recession, Germany experienced relatively stable employment and unemployment rates compared to other OECD countries. This was largely due to reductions in working hours rather than job losses. Specifically, short-time work programs preserved over 200,000 jobs by 2009. However, structural unemployment remains high and a jobless recovery is a risk if short-time work programs are not phased out and barriers to full employment are not addressed as the economy recovers.
