The Council adopted conclusions regarding Ukraine that: 1) Welcomed President Poroshenko and supported his peace plan, calling on Russia to support the plan and stop the flow of arms and fighters into Ukraine. 2) Recalled preparatory work on possible sanctions if events in eastern Ukraine worsen. 3) Condemned Russian annexation of Crimea and decided on measures prohibiting import of goods from Crimea. 4) Expressed concern for deteriorating human rights and called on all sides to protect civilians.
