On this sunny late-summer day, the meeting room's blinds were drawn against the glare and the noise of city traffic outside. Already it was stuffy in the crowded room, with all thirty or so chairs filled. Cigarette smoke drifted toward the ceiling. Some people murmured, some shifted impatiently but were quiet.
