This Presidential Decree amends an existing law (Batas Pambansa Blg. 33) related to prohibited acts involving petroleum and petroleum products in the Philippines. It expands the definition of prohibited acts to include adulteration of petroleum products, short-selling, and underfilling of cylinders. It increases penalties for violations. It also grants the Bureau of Energy Utilization new powers to issue rules/regulations on implementation and impose administrative fines for violations of such rules.
