What is Foreword to Introduction to Homeland Security about?

The first edition of George Haddow, Jane Bullock, and Damon Coppola's Introduction to Homeland Security was conceived at the offices of the Institute for Crisis, Disaster, and Risk Management-a think tank research organization at the George Washington University. It was the first university-level textbook written for students seeking a foundation in homeland security. George and Jane, two senior FEMA executives who served when the agency held special status with the White House, had decided to take a break and dedicate their time and effort to write textbooks for the newly flourishing academic fields of emergency management and disaster management studies. It was during that time that 9-11 attacks happened. Very soon after, they started writing this book. In the months and years following September 11, it must have been an exciting and challenging time to create this textbook, because homeland security was not yet considered a discipline. Rather, it was simply a governmental doctrine or concept focused on protecting the United States from terrorist attacks. Without funding or mandate, and little more than gratis office space (thanks to the Institute's former director, Jack Harrald)
