Cybercrime has exploded and nations have been forced to initialise domestic institutional infrastructures to deal with cybercrime and information warfare. According to South Korea's Information Security Information Security Agency the number of reported cybercrimes against companies and government agencies doubled between 1999 and 2000. The South Korean government has responded by giving greater technical and investigative support to the police and has called for a 24/7 hacking and virus crisis centre to be set up to deal with attacks as they occur. In Japan too, the information warfare capabilities are being scaled up by the Government. The decision follows a week-long spate of attacks by Chinese activists against Japanese websites, triggered by politically sensitive comments made by the Japanese Defence minister.
