What is Comelec about?

The Supreme Court upheld the validity of the Joint Panel created by the Commission on Elections (Comelec) and the Department of Justice (DOJ) to investigate electoral fraud cases from the 2004 and 2007 elections. While the Comelec formerly had exclusive power over such cases, the law was amended in 2010 to give the Comelec and DOJ concurrent jurisdiction.
