What is Latasa v. COMELEC: Mayoral Eligibility Ruling about?

Latasa was elected mayor of Digos Municipality for three terms. During his third term, Digos became a city. He ran again for mayor of the new City of Digos. The issue was whether he was eligible given the constitutional limit of three consecutive terms in the same local government post. The Court held that while the municipality and city have separate existences, the office of mayor should not be considered a different post for applying the three-term limit, making Latasa ineligible.
