The year of 2015 marked the final year of the Twelfth Five-Year Plan. The government conducted a mid-term assessment of the "Outline of China's National Plan for Medium and Long-term Education Reform and Development (2010-2020)" (hereafter "the Plan"), in which it was concluded that significant progress had been achieved in school education at different grade levels. Educational reform moved forward on all fronts and breakthroughs were made in key areas. With regard to the forthcoming development of education under the Thirteenth Five-Year Plan, the State Council and the Ministry of Education have rolled out a series of relevant policies to promote the separation of administration, management, and assessment. There has also been a surge in innovative activities.
