The COMELEC dismissed a petition to declare failure of election in Barangay Maidan, Lanao del Sur. The Supreme Court ruled that there was indeed a failure of election for several reasons: (1) voting was held in the residence of the former mayor instead of a public building as required by law; (2) voting started after 9:00 pm instead of between 7:00 am to 3:00 pm as required; (3) the election officer did not follow proper procedures to postpone or suspend the election.
