Global Partnership for Education is working to increase access to education for all children globally. An estimated 100 million children were out of school in 2000, 67 million in 2009 and projected to be 56 million in 2015. Partnerships are needed to collect data on out of school children, including those with disabilities, to set goals and monitor progress. Cambodia implemented a model program involving a two-phase disability screening method linked to service provision. Phase 1 involved household surveys
