What is The Scales for Assessing Emotional Disturbance–Third Edition: Reliability and Validity of the Screener about?
5% of K-12 students are currently eligible (U.S. Department of Education, Office of Special Education and Rehabilitative Services, Office of Special Education Programs, 2018) to receive special education services under the federal special education category of "emotional disturbance" (ED; see Federal Register, 2006). These students are frequently placed in alternative school settings and face a multitude of school problems, such as persistently poor grades, inconsistent attendance, and paltry graduation rates (Freeman et al., 2019). Even more alarming are long-term outcomes that include substance abuse, elevated rates of unemployment, and the highest incidence of incarceration among all disability categories (Cipriano et al., 2018;Lewis et al., 2017; U.S. Department of Education, Office of Special Education and Rehabilitative Services, Office of Special Education Programs, 2018). Delaying assessment and identification exacerbates an already tenuous educational outcome for students with ED. Preventive and proactive approaches have a positive impact and can improve outcomes for students with ED, which includes the use of universal screening (Lambert et al., 2020;Mitchell et al., 2019
