What is ICAO Annex 14: Runway Friction Standards about?

In Annex 14, ICAO sets out principles for providing runways with acceptable friction levels but allows States to develop their own detailed schemes. States must periodically test runway friction when wet to identify low friction runways and publish minimum friction levels requiring notices. They must also establish maintenance planning levels below which prompt action is required.
