Two positive charges Q1 and Q2 are in unstable equilibrium along a line perpendicular to the line joining the two charges. If a test charge q is slightly displaced from the neutral point position N along this perpendicular line, the net force on q will be away from N, causing it to further displace from the equilibrium position and not return to N.
