This document presents a novel technique for extracting text lines from multi-skewed images of handwritten English or Bengali documents. The technique assumes that hypothetical water would flow from the left and right sides of the image, obstructed by the characters of the text lines. The areas left unwetted would then be labeled to extract the text lines.
