The Supreme Court ruled that Executive Order 220, which created the Cordillera Administrative Region (CAR), was constitutional. The CAR was established as a transitory coordinating agency to prepare the Cordilleras for autonomy while Congress enacted legislation. The CAR coordinates programs and services but does not replace local governments or create a new political subdivision.
