The Supreme Court received reports of a rumored leakage in the 2003 Bar examination for Mercantile Law. After an investigation, the examination for that subject was nullified. Alternative proposals were submitted, and the Court decided to allocate the weight of the Mercantile Law subject among the remaining subjects. The Court then created an Investigating Committee to determine the source of the leakage and recommend actions and measures. The Committee investigated and took testimony from various parties.
