Cyclic codes use linear algebra operations to divide messages into blocks and add redundancy, using a shift register and modulo-2 adder for encoding and decoding. Turbo codes use multiple encoders and an interleaver, with iterative decoding estimating transmitted data near the Shannon limit with excellent error correction. Both have advantages in error correction but cyclic codes are limited to binary codes while turbo codes have greater complexity and channel sensitivity.
