Looks at the development of sickness insurance, and shows that the overall expansion of social rights over the past 50 years has not generated any linear trend toward increasing similarity between the 18 countries analysed. Evaluates how characteristics of sickness insurance and various structural factors explain cross-country differences in sickness absenteeism. Analyses the history of the Finnish sickness insurance system illustrating the interplay of the state, pre-existing social policy institutions, and preferences made by various class-based actors
