Executive Order No. 421 establishes the Presidential Award for Heroism in Times of Disaster to honor individuals and organizations for acts of heroism during disasters. The award includes a Citation for organizations and a Citation or Citation and Medal for individuals, conferred by the President or authorized Cabinet members. The National Historical Institute and the Office of the Executive Secretary will design the award criteria, and the order takes effect immediately.
