Haroun-al-Raschid, the Caliph of Baghdad, disguises himself as a merchant to observe his kingdom with his vizier Giafar. While traveling, they encounter a blind beggar who demands punishment along with alms, and a horseman brutally whipping a horse. Haroun-al-Raschid has them brought to the palace to interrogate them about their unusual behaviors and determine if they are causing problems in the kingdom.
