The National Service Training Program (NSTP) originated from Commonwealth Act No. 1 passed in 1935 which required male college students to complete 2 years of military training. It was later amended by Presidential Decree No. 1706 in 1980 to include civic welfare training and law enforcement as options. Protests in 2001 led to changes and the creation of the current NSTP through Republic Act 9163, which comprises three components: Civic Welfare Training Service, Literacy Training Service, and Reserve Office
