The Supreme Court ruled that applying a law retroactively to increase the statute of limitations for a crime committed in 1976 would constitute an ex post facto law. Ex post facto laws are prohibited because they retroactively change the legal consequences of actions that were not crimes when committed. The 1982 law that increased the statute of limitations for graft crimes from 10 to 15 years could not be applied to the 1976 actions at issue, as doing so would make the defendant criminally liable for acts
