This study investigates the capabilities, priorities, and teaching performance of 287 secondary school teachers in Eastern Samar, Philippines, to inform a professional development plan. Findings indicate that while teachers exhibit moderate capabilities in various areas, they prioritize development in content knowledge and pedagogy but show less concern for learning environments and community engagement.
