The advent of a new digital information paradigm has removed many of the limitations of old information ways. The result has been a society enthralled by novel possibilities and fixed on capturing, analyzing, and disbursing ever more data. It is with this new information era in mind that Sunstein, a Harvard Law professor and former federal regulations czar, presents a modest proposal: Government must reevaluate its information practices. Information is not as scarce as it once was, and this requires a fresh examination of the truism "more information is better." For too long, Sunstein observes, we have merely assumed more information produces better results. "Unfortunately, some information does not improve people's lives in any way. It does not improve their decisions . . . Sometimes it is useless . . . Sometimes it makes their decisions worse" (p. 1).
