What is Plastic Bag Levy Failure in Botswana about?

The paper examines the failure of the plastic bag levy in Botswana, which was intended to reduce plastic waste and promote environmental responsibility. Despite its introduction nearly a decade ago, the levy has not effectively alleviated the burden of waste management due to poor collection practices, benefiting only a few businesses. The authors recommend suspending the levy until institutional failures are addressed to ensure it serves its intended purpose.
