The Kyoto Protocol is an international agreement linked to the United Nations Framework Convention on Climate Change. It sets binding emission reduction targets for developed countries. Under the Protocol, 37 industrialized countries commit to reducing emissions of greenhouse gases by 5.2% on average between 2008-2012 compared to 1990 levels. The Protocol establishes emissions trading as a flexibility mechanism and creates mechanisms for joint implementation of emission reduction projects between countries.
