The Kyoto Protocol was signed in 1997 but did not come into force until 2005 when Russia ratified it. It set modest emissions reduction targets for developed countries between 2008-2012 but did not include commitments for developing nations. While it was a first step, the targets were not stringent enough to significantly reduce emissions or stabilize carbon levels in the atmosphere. Negotiations are ongoing to develop a successor to Kyoto to establish stronger commitments after 2012.
