This report is designed to provide DOE-managed defense transuranic (TRU) waste generating and storage sites with guidance and supporting analyses to facilitate compliance with National Environmental Police Act (NEPA) requirements for qualifying and transporting TRU wastes to the Waste Isolation Pilot Plant (WIPP) in southeastern New Mexico.
