What is City Government about?

The City Government cannot buy MRF materials from barangays. Section 455 of the Local Government Code outlines the powers of the City Mayor, which do not include buying materials. As buying MRF materials is not one of the enumerated powers of the City Mayor under the Code, the City Government acting to purchase such materials would be outside the scope of the Mayor
